Sometimes, marginally, for the length of time it takes offensive people to come up with another word or make a new meaning for an existing word, and for that to catch on. Which is significantly less time than it takes to get over the old words. Laws against harassment are probably more useful because the meaning of harassment can adapt in real time.

There are words that were offensive that seem dated and unused now, so for most are no longer offensive. There is, of course, the opposite. Words that were not considered offensive have been hijacked and used in such a way as to make them offensive now.
